Northeast India Permit Clarification + Practical Travel Tips for Indian Tourists

What is NOT Required for Kaziranga + Meghalaya Circuit

Northeast India has confusing rules around Inner Line Permits (ILP) and Protected Area Permits (PAP). This section clarifies what's required (and what's NOT) for the Kaziranga-Meghalaya circuit specifically, and lists the practical travel tips that make the Northeast circuit smoother than most Indian tourists expect.

Permit Rules
What is NOT Required for Kaziranga + Meghalaya Circuit / What IS Required for Foreign Nationals
Inner Line Permit (ILP) for Meghalaya

NOT required for Indian nationals. ILP is required for Arunachal Pradesh, Nagaland, Manipur, and Mizoram — NOT for Meghalaya or Assam.

Protected Area Permit (PAP) for general Meghalaya travel

NOT required. PAP applies to specific sensitive border areas, NOT the standard tourist destinations (Shillong, Cherrapunji, Dawki, Mawlynnong, Nongriat). Confirm specific area requirements at meghalayatourism.gov.in.

Kaziranga advance permit

NOT required for Indian nationals. Pay entry fee at park gate on safari day.

Travel agent permit fees

Any travel agent charging for Meghalaya ILP is incorrect — refuse to pay this.

Foreign tourists in Meghalaya and Assam

Foreign tourists may visit Meghalaya and Assam without ILP but require registration at the local police station within 24 hours of arrival (rarely enforced for short stays at hotels — hotels typically handle this).

Border area Protected Area Permit

For visiting border areas (specific PAP zones), foreign nationals need a separate Protected Area Permit applied through the Ministry of Home Affairs in advance.

Kaziranga safari fees

higher for foreign nationals than Indian nationals — pay at park gate.

Practical Travel Tips Specific to Northeast Circuit

Tip 1 — Best Guwahati arrival

Land at Guwahati airport (GAU) in the morning. Travel directly to Kaziranga (215km, 3.5 hrs) for afternoon arrival. Saves a Guwahati hotel night.

Tip 2 — Cab booking strategy

Book one cab for the entire circuit (10 days) from a Guwahati travel agent. ₹18,000-₹28,000 total includes driver + fuel. The driver becomes your local guide.

Tip 3 — Don't trust online safari booking

Kaziranga online portals are often outdated or down. Always confirm safari at the park gate the day before.

Tip 4 — Cherrapunji vs Shillong base for Meghalaya

Most tourists stay only in Shillong and day-trip to Cherrapunji. Better strategy: 2 nights in Shillong + 2 nights in Sohra (Cherrapunji). This gives early-morning Nohkalikai photography access (8am, before tourist buses).

Tip 5 — Khasi language basics

'Khublei' = thank you. 'Phi long kumno?' = how are you? Speaking even one Khasi word transforms interactions.

Tip 6 — Phone connectivity

Jio, Airtel, Vi (Vodafone-Idea) all work in Shillong, Cherrapunji, Mawlynnong, Dawki. Nongriat trail (below 1,000m altitude in gorge): no signal between Tyrna and the bridge.

Tip 7 — Cash strategy

Carry ₹10,000-₹15,000 cash from Guwahati. ATMs in Guwahati, Shillong, Cherrapunji. NO ATMs in Mawlynnong, Dawki, Nongriat.

Tip 8 — Photography permits

Free at most sites including Kaziranga (handheld camera). Drones prohibited at Kaziranga, Mawlynnong (community decision), and some restricted areas.

Kaziranga Seasonal Strategy
Kaziranga Seasonal Strategy — When to Visit + Why Closure Matters
Opening

November

Park reopens approximately Nov 1. Water still receding. Zone 5 (Western) opens first. Some zones may still be closed.

Peak

December

Best month. All zones open. Mist in mornings. Rhino activity high. Cool 8-12°C mornings.

Peak

January-February

Maximum visibility. Grass partially grazed. Most photographic month. Book 4-6 weeks ahead.

Excellent

March

Warmer (15-25°C mornings). Wildlife still active. Less crowded than Dec-Feb.

Last month

April

Final 30 days before closure. Warmer (25-32°C). Some zones may close before Apr 30.

CLOSED

May-October

Do NOT plan Kaziranga. Plan Meghalaya alone, or wait for November.

Booking Strategy

Booking Strategy

Resorts: Book 4-6 weeks ahead for December-February peak. November/April: 2-3 weeks ahead sufficient.

Elephant safari: Cannot be pre-booked online. Register at Zone 2 Forest Department counter the EVENING BEFORE. Slots fill quickly (~24 riders per morning).

Jeep safari: Book at zone gate same day or evening before. Morning (5:30am) recommended over afternoon (2pm) for wildlife activity.

Off-season: If you receive a 'Kaziranga package' offer for May-October — verify open dates at kaziranga.nic.in. Park is closed regardless of agent claims.

Yeeshu's Verdict

December is the optimal Kaziranga month — full park access, mist + Himalayan backdrop, peak wildlife activity, manageable accommodation prices. November is the second-best (still some zones closed but main attractions accessible). Combined with Meghalaya, December gives the finest 10-day Northeast India circuit available.

Northeast Indian Cuisine — What to Eat in Each State

Assam (Guwahati + Kaziranga)

Khar: The Assamese alkaline preparation — raw papaya cooked with banana ash and pulses or fish. Distinctive smoky flavour. Most specifically Assamese morning food. Best at any Pan Bazaar dhaba in Guwahati.

Masor Tenga: Sour fish curry with tomato and lemon — the lightest fish curry in India, eaten with rice. Specific Assamese summer food.

Kosu Shak: Colocasia leaves (taro leaves) preparation with mustard oil. Specific Assamese green.

Pitha: Rice cakes (sweet or savoury) for Bihu festival. Til pitha (sesame), narikol pitha (coconut), tekeli pitha (steamed).

Assam Tea: CTC (Crush-Tear-Curl) tea — robust, malty. Best straight from estate gate (NH37 estates near Kaziranga). ₹100-₹250/250g vs Delhi gift shop ₹400-₹600 for same tea.

Meghalaya (Khasi Hills + Sohra)

Jadoh: Long-grain rice cooked with pork blood and turmeric, layered with pork pieces, served with ginger and black sesame. The most specifically Khasi food. Police Bazaar dhabas: ₹80-₹120 full plate.

Tungrymbai: Fermented soybean paste — the Khasi umami base, used in cooking the way miso is used in Japanese food. Single most specific Meghalayan flavour. Available at Khasi homes and roadside dhabas.

Nakham Bitchi: Dried fish curry — preserved fish of the river-trading tradition. Intense smoky flavour.

Sohphie: Khasi salad of raw onion, tomato, chilli, and fermented bamboo shoot. Eaten with rice.

Smoked Pork: Wood-smoked pork preparations — the Khasi pork tradition is among the most distinct in India.

Pukhlein: Khasi sweet — fried rice flour balls in jaggery syrup. Common at Mawlynnong.

Where to Eat

Police Bazaar Shillong: The dhabas and small restaurants behind the main market building, open from 8am. Most concentrated Khasi food at most honest prices.

Pan Bazaar Guwahati: Authentic Assamese thali (khar + masor tenga + kosu shak + bhaja + chutney + rice + dal). ₹150-₹250 full plate at any local restaurant.

Mawlynnong village: Local guesthouses serve Jadoh from family kitchens. Ask at village entry for guesthouse with kitchen access.

Cherrapunji/Sohra: Tribal Lounge and Polo Orchid Cherrapunji serve authentic Khasi food in restaurant setting.

Kaziranga resorts: Assamese thali with khar, masor tenga, kosu shak — most resorts include this option in lunch buffet.

Yeeshu's Tip

The same Jadoh costs ₹80-₹120 at a Police Bazaar dhaba and ₹350-₹500 at a Shillong hotel restaurant. The dhaba version is cooked by the same Khasi family tradition. Always eat the local food at local prices — the experience is the same, the cost is one-fourth.
